Plains Hotel - Capital Point finally starting?

This week the Capital Point project finally resumed. They were digging and they have this other big tamping machine (or as William calls it, the "sand worm thumper") is in place but not in use yet. It looks like they are digging out what used to be the basement (lots of concrete and rebar) so they are really just continuing to clean up the site. It has been since almost four years since they tore down the Plains.
